As anyone knows whether or not, the only version of "Bally Gaming: Mystic Lamp" that is considered lost media is the high quality version, or should I say the video that has the original audio (but not from youtu.be/AEkctED6ZU8 (which is the only one I found).)

Well, the truth is, I was browsing in a site called BlackDotStudios (Ian JQ's original site) in a site called Wayback Machine (https://web.archive.org/)
So, you see, when I tried to post a page about that animation in Lost Media Wiki, it was deleted by Sena who said "One paragraph is not enough to sustain an article. If there's not enough information available to expand your page to an acceptable length, then the subject is probably too obscure to warrant an article in the first place."

Yes, that is because there is nothing about this that is lost so far, you don't actually know where it's even from from what I understand. You need more than the animation itself to create an article.

What kind of article? Besides, I still wonder if Ian Jones-Quartey or/and Tony Caio has that animation.

So has this piece of unidentified media been solved yet? If OP already answered his own question then the post can marked with an [ S ], but in general I am confused about the point of this thread.

The OP wants to know who made the animation in the first post. The point of this thread is for the maker of the animation. Also the point of the lost media wiki article is to get people to come to the thread and solve it for them. Making a wiki article doesn't always mean it helps solve anything.
