So has this piece of unidentified media been solved yet? If OP already answered his own question then the post can marked with an [ S ], but in general I am confused about the point of this thread.
The OP wants to know who made the animation in the first post. The point of this thread is for the maker of the animation. Also the point of the lost media wiki article is to get people to come to the thread and solve it for them. Making a wiki article doesn't always mean it helps solve anything.
Nonetheless, I really hope OP has contact with a friend who has a copy of the Bally Gaming mystic lamp slot machine; perhaps that person may be able to provide answers.

So the person who created/owned it was either Ian Jones-Quartey or Tony Caio (like I said)? Well, that animation was animated by most likely Ian Jones-Quartey.

Well, from the links you sent, I'm going to have to agree it was Ian, but I'd like to know why you thought Tony Calo could have created it instead.
I've also checked the animations on that archived link, including all of its iterations over the years, and none of them seem to match the dancer in the first post. There's a dancing girl animation there, however, but it is clearly live-action and not 2D animation, so I don't get how you got the video from there.

Also, regarding the "other person who may be able to provide answers," I was initially a bit uncertain on the situation; my bad.
Well, I wonder how I can get Ian to answer my messages/comments.
if they are reading your comments and just not responding it's probably either the way you are woriding your messages or they just dont respond to random people.

I also wonder if he knows anything about lost/unidentified media, especially if he knows how to show anyone private-marked videos on YouTube.

why would he and please stop trying. He probably read them if anything and just wants to be left alone. This is almost to the point of borderline harassment if you continually try to contact him.

Well, bellydancing girls are part of what I love most, and the high quality version is what I'm gonna love, too.

I don't think finding name of the creator of one small animation is worthwhile even if you are already certain about his or her, and yes, some people want to keep themselves private.
There is still some lost media out there that was supposed to be brought out to the public and could be historically relevant if possible, as well as searches for them that are ongoing. Again, there cannot be any harassment over something too small or minor.

Is there especially gonna be unidentified media being brought out to the public too?

In some rare cases, yes...? I haven't heard about any notable cases on unidentified media turning out to be famous lost media pieces that were meant to be popularized.
Most the threads in the "Unidentified Media" section seem to be about pieces of media that their OPs remembered seeing in the past but could not identify, and they need help from other users on identifying it.
