Obscure/Weird car game from the 2000s

Hi all. For some reason, the memory of an old driving game came to my head when I was thinking of abandonware driving games to install. I've tried looking everywhere for it online, but I just keep getting random, suspicious-looking games that you would typically see in sidebar ads advertising "flash games."
What I remember of it was that it was a 3D behind-the-camera (though there may have been other camera angles) driving game. There wasn't really a point or objective to the game. It was just a sort of sandbox/free roam experience that took place in a (from what I can remember) poorly rendered suburban area with a lake and also I think very steep but also very short mountains. From what I remember, it looked very liminal and was kind of creepy, as there wasn't anything else in the game. No pedestrians, traffic, I dont even remember if there were stationary cars or objects to knock over.
The handling physics were also somewhat non-existent. I don't recall the car being able to flip over, drift, or anything extreme. In fact, it basically felt something akin to Big Rigs Over The Road Racing, where the car is basically magnetically attached to the ground and able to scale said mountains with ease. And there was also no sound in the game. No music, no engine noise, no crash sounds, nothing.
But what I especially distinctly remember most of all is that there was only one car in the game, and it was Dodge Viper. Specifically a red 1st generation Dodge Viper (SR I). In fact, I'm sure "Viper" was in the title of the game, but again I couldn't find anything about it on Google. It seems like a game that came out of the late 90's-early 2000's, but I remember installing it from a bit of a sketchy website with other obscure driving games around the late 2000's or early 2010's.
If you could help me with this, I would be very grateful. I don't expect it to be a good game, but I'd just like to feel the nostalgia.
