What is that cartoon?

Looking through family albums I found a photo of me watching a cartoon but I don't remember what it is. I don't have many details about this cartoon but maybe these facts will help identify it. The photo was taken in 2000 so I assume this cartoon was made in the 90-s or earlier. Also I remember that I watched it on VHS tape, not on the TV channels and I don't think it was shown on television in my country (Russia). All VHS tapes are, of course, lost.
