[SOLVED]Need help identifying TV show!! Picture included

This is a picture of my brother and me on Halloween or on a day leading up to Halloween of '89. Upon looking closer to the picture I couldn't help but notice that the TV was on and cannot make out what is exactly on. I can make out: "Talent Show" by zooming into the picture which appears to be in a class room of sorts. Not sure if this is a Halloween special or just a regular program. Any information leading to the name of the TV show would be greatly appreciated!!!
