A couple years ago, I was watching a cartoon livestream on Twitch, when they showed this one cartoon. I'd say it was from the early 30s, black and white, sound. Nothing about it was very special, apart from this one scene:
A bird swoops in from the right side of the screen and stays in the center flying in place for, like, 5 seconds. Then he just... GROWS a pair of arms and starts playing something at the bottom (don't remember what, maybe reeds or turtles or something) that was sitting a log like a xylophone. The bird is still just... in mid-air... flapping... with soulless pie-cut eyes while he plays.

This looks familiar to me but I am not sure what it is. However, I just saw this YTP and thought the clip of the old cartoon at 0:17 looked similar to what you are looking for. I have no idea what the cartoon is, but could that be it or if not, something similar?
Edit: I did a reverse image search on it and found the clip is Wally Warbles from Cuphead which is based on Woody Woodpecker and the buzzards from the 1931 Silly Symphony cartoon The Cat's Out so it might not be what you are looking for.

what are you talking about? unidentified media means media that is on the tip of your tongue but you dont know what it is. Meaning sometimes you might not have evidence it existed. If he had a copy, then there is no reason to create a thread, hes here because he needs help to find it.
Might be wrong, but it looks like either a Fleischer Productions or a Van Beuren Studios cartoon.
It could be that but I doubt it. There are so many rubber hose cartoons and Fleischer Productions is just the tip of the iceberg here, It could have been made by some random animator who liked the rubber hose style.

Well, to be fair a film print of another old cartoon was found, but it had no title nor credits: www.youtube.com/watch?v=ZVKGXwVPTVU It's possible that this cartoon had no title nor credits either when it was shown on that stream & that not even the streamer knew what the heck this was.

It was on the Cartoon Research Twitch channel. It was a small test run, but while it was going, they mostly streamed cartoons from Thunderbean's various blu-rays. I've recorded a lot of the cartoons there for reference purposes, but not this one.

It's definitely not from any of the sound Fables, and I don't think it's from a Fleischer. Once cartoon reminecent of it would be this one by Cy Young. There are some birds near the end, but not like the shot I saw.
