I think this was a harmless suggestion and realistically it wouldn't happen anyway. But logistically speaking, it would cost a lot of money for one person to pay for the shirts of countless people who helped a search.
I'll break it down as someone who has had shirts made:
If you choose a shirt manufacturer (opposed to silk screening the shirt yourself), you will be limited on number of colors and shirt type. Generally these shirt manufacturers make you buy 20 or more shirts at a time. You also have to get everyone's size. Larger sizes cost more. Then you have to have the shirts sent to you, and you would have to ship them to each individual. Which is also money. If anyone is outside of the states it's going to be ridiculous in terms of cost. Not to mention you have to buy the packaging, and provide tracking as well. Also everyone would have to be willing to give their address in this situation.
If you're making the shirts yourself, you're either paying for silk screen materials which means limited color palette, or a shirt press along with transfer paper. That's not only money, but also time you would have to put in to make every shirt. And you would still have to deal with shipping.

But the person who did design the shirts should be paid anyway. Which begs another question: who is designing the shirts?
Are you commissioning an artist? Are you doing itself? Is it someone else within the group? And how they design the shirt all depends on the circumstances I outlined above.
