I was about to comment "casper" but then I read, "it was not casper"
Sorry, late response. Could it be Ruby Gloom? It's not strictly about ghosts, but it does take place in a mansion and feature some ghost characters. The ghosts are just plain white, but the rest of the characters are very vibrant, and given the gloomy nature of the show, it's possible your dad could have just assumed they were all ghosts or misremembered them as such:
The 13 Ghosts of Scooby Doo? It aired reruns on CN (I think) and Boomerang in the early 2000s, features colored ghosts, and features mansion-like houses.
An animated show about colored ghosts living in a mansion... sounds familiar, but I can't really put my finger on it. I think I may have seen a show like that as a kid, but my mind could be mixing different shows together.

I think Foster's Home for Imaginary Friends had one dimly-lit episode, the show takes place in a mansion, and the main character Bloo's shape could be described as a ghost.

I remember CBC airing something like this during that time period. I used to watch the French dub, but i forgot the name (i was about 4 or 5 years old at the time)

Are you sure they were ghosts? I'm aware of a show, but it's definitely from the 90's, and definitely not about ghosts, but after like sixteen years I can see how one may mistake it for another year and ghosts.
