It was in Ukraine, the city of Kyiv. Unfortunately, I don’t remember what channel it was on. Voice acting of the characters was in Russian or Ukrainian, most likely in Russian. The characters spoke Russian or Ukrainian, but I think the original language is English.
Please help me find the name of this cartoon; I would be very grateful and appreciative. I asked other people about this, and they said that the cartoon was from around the 90s, and they suggested I ask you for help. I watched this cartoon between 2005 and 2007 on TV in Kyiv, Ukraine (unfortunately, I don't remember the exact year). The cartoon's intro before each episode was as follows: On a regular table, there was a miniature city inhabited by tiny people who resembled Americans in appearance and clothing. Businessmen or agents in black suits watched over this table (miniature city). In the intro, a man runs and kicks a soccer ball, the ball flies off the edge of the table (beyond the map, so to speak), the man runs after the ball, manages to catch it, and then suddenly hangs on the edge of the table, starts to fall into the void, but at the last moment, he is saved by a family. In one of the episodes of this cartoon, scientists in a laboratory conducted an experiment on tiny larvae, which levitated in zero gravity in a special cage. The larvae believed they were humans and lived a human life, meaning they experienced visual hallucinations, as I understand. The cartoon's drawing style reminds me of “Hey Arnold!” and “Ed, Edd n Eddy,” rendered in 2D and in color. There was an episode with a teenager who had a time control remote. This teenager could either stop time or go back a few seconds/minutes, I don't remember exactly. He went into a store and used this time control remote there.
Is it similar to the "a small town" in Twilight Zone?

In some ways, yes. But it was an animated series, the cartoon's drawing style reminds me of "Hey Arnold!" and "Ed, Edd n Eddy," rendered in 2D and in color.
