As a kid, I recall watching an Anime (I am strongly convinced that it was anime) about anthropomorphic animals who lived in an impoverished farming village. I think the protagonist was a dog dressed as a farmer, the dog's fur was peach colored, and his nose and ears were brown he wore a blue straw hat, with a light blue shirt and dark blue overalls, but I'm unsure if he was the main character. Other inhabitants I remember were Mice, Bears, Deer, Hippos, and Rhinos, their designs were rather simple and were sort of identical to the designs of characters from Arthur, the animals wore outfits from 19th-century Europe. Humans never made an appearance in the anime. I believe the plot was something along the lines of "the Village needing more money for the sake of ending poverty" but that is all I can remember. I strongly believe that I was watching a Japanese-produced animation, however, I can't tell whether it was a movie or a show. Based on the resolution quality it was, I am assuming this was produced in either the 1970s or 1980s. I even linked images beneath! Any help is appreciated, Thank You!
Note: What I'm referring to is not Maple Town or Dogtanian, or any Ghibli film, as I did my research prior to making this post
Pictures of supposed anime: No matter how many times I attempt to do an Image search using these screen shots I cannot find the proper source of the images. The only way I obtained these images was via a long-gone Facebook post that didn't even provide the title of the show. The source of these images might just be a mystery 😔

The only lead I could find is that the solution to the village poverty appears to be jasmine perfume, made from that field of flowers. It's also worth considering that whoever made that Generacion Millenials video probably found the Impoverished Animal Village footage while searching for the spanish dub of Maple Town, sticking it in without realizing it wasn't from the same series. Might be worth following in their footsteps.
The simplicity of the plot concept and the obscurity of the footage leads me to believe this is a movie or short film (or possibly even a commercial) from mainland Spain. I'll update if I find more.
Maple Town episode 42 is named "Jasmine Festival Night" (or "Jasmine Party at Night"), and the episode description found here on Toei's website reads as follows, when translated:
"Long ago, a jasmine flower saved the town from a drought. Patty and his friends are busy preparing for the festival to express their gratitude. [...]
It goes on. I'm 99% sure this is what those screenshots are from. The only trouble is finding the episode online. Toei Animation has done a pretty good job dishing out DMCAs in the last few years.
