I stumbled across a tomt post on Reddit for a strange/creepy animated film or from a tv series the movie was about this girl and her boyfriend escaping from her crazy parents. What I found was a link to YouTube clip for lost logos . op made a sketch to the logo from the credits it looks similar to this list one and this short is possibly also lost or just would be harder to find

The closest thing to it is a short animated film from Iceland that's called "Anna and the Moods" but as the OP had described the mother she looks nothing like the mother from the short film.

Also Damon Albarn and Bjork do the voices in this short film.
