An unidentified track inside of a prototype disc (MUSIC.vag)

The track has been identified!
The song is actually a majorly slowed down version of "Virtuoso" by Slam. Thank you to "burninrubber0" from the Colin McRae Rally Speedrunning Discord for piecing this together.

Okay, so this has quite the backstory.
Recently I bought a prototype disc of Colin McRae Rally 04 on eBay. It was dated to about a month before the final game was released, and it had a folder simply labelled as "TEMP". We had a browse through it, and the two notable things we found were an unfinished livery for a cut car, and the subject of this forum post.
A file called "MUSIC.vag" was located in the temp folder. It was about 5 megabytes, but I didn't know how to open it, Fortunately my friend "RiderSynth" has far more knowledge with PS2 File formats, opened it, and what we found in the file was a fully complete 13 minute long instrumental track which didn't fit in with the rest of the game whatsoever. It kind of felt like someone tried to make synthwave with the beat of the Crash Bandicoot 3 underwater track.
I'm not entirely sure where this song could have originated, whether it was made for this game, whether there are any other tracks even remotely close to being like it, honestly I'm just completely lost. And considering that both "Blind The Wind" and "Everyone Knows That" are two infamous songs that fall into this category, I thought I might as well hand the torch over to you to see if you can find any info on it.
