I've been trying to figure out what game this is to no avail. The marquee has a name that is "S---jyo," but the name is covered up with a card that has a title written in Hangeul (that I also can't read because it's too low-res.)

That's probably a Senjyo cabinet that was converted to have a different game on it.

We solved this mystery on a live stream, I showed the thread to chat and TheRetroShack said it was Karate Champ Arcade.

Pictures of the game online match up exactly with the photo on the arcade machine so I guess there was some kind of Korean release for the game.
