90s cartoon with scary chimneys

*This post has been solved! My partner's dad pointed me to "Stoppit And Tidyup", it's from the creators of Trap Door. The exact moment I'm referring to can be found at 1:50 in episode 3* I created this account especially for this search. We got shown a cartoon in nursery, around y2000. It had bright colours and thick outlines, like mr men style. All I remember is a brief scene where they were in a boat, and there were these big towering chimney things that seemed alive. They all had 3 holes on top and made an ominous hooting sound. The narrator then exclaims that one of the main characters doesn't like whatever those things are, showing them with a wobbly mouth. I know it's not much to go off of but the creepy chimney things stuck with me. They kinda reminded me of like salt and pepper shakers. This was in northern England, and I don't know for sure if it was from the 90s, it was just a video. We only watched it once and I really enjoyed it! I was only 3.
