Back when VHS was still a thing, I do remember seeing said movie (at least the first part of it) up for rental at my local library. And I think I vaguely recall wacthing the movie itself (I must've been no older than 4 or 5). Although the only thing I remember was the animation being really minimal, to where it was basically a slide-show (though I could be totally wrong about that).
I don't think it's worth asking said library if they happen to have said VHS of the movie in their archives, since they don't rent out anything that isn't literature anymore, and I'm fairly certain they got rid of their stock of tapes and DVDs long ago. Back when they rented out VHS, they had a rotation of what was available, by replacing old tapes with new ones. I would know, since the VHS cover for the first half stood out, and one day it was gone.
