I also do agree that it's a shame that "kids media" has declined from the glory days of the 90s and 00s, not sure if true, but I heard that Cartoon Network is basically pumping ALL their money into "nostalgia bait" blocks aimed at Gen Z/Millennials, Adult Swim, and preschool/little kiddo shows, and that's it. Like what the heck are 8-13 year olds supposed to enjoy then???!!!!!
BUT I just think having all these ages in the same spaces will inevitably always lead to major troubles. AND I don't think this bill is the answer either.
And yes, Nickelodeon and Cartoon Network might be in down periods right now, but they're not the only "kids media" companies. Disney has had some successful series in the 8 - 12 range in recent memory (Amphibia, Owl House, Ghost & Molly McGee), Netflix is going strong, and there's a lot of popular YouTube content made for kids. Sure, they might not be your cup of tea, but they are successful with their target audience, which is what matters.
I mean all of the main super popular places are full of people of all ages. Did this happen in say, the 90s? It did (just look at the AOL main page), just not to the extent of NOW. Modern social media really is something else, it's a whole new beast.
And I mean there just aren't as many "child only (or super geared child spaces) as when I was younger I feel, though that's a consequence of more consolidation of sites than anything else. Not that fansites were also super age appropriate and I used THOSE in upper elementary school though LOL you got me there. I was definitely in some spaces myself that younger Nildrohain did not need to be in and my parents otherwise monitored pretty dang wellXD
