I want to make an indie game but i have no idea were to start! I have the characters made, Story thought out, that kind of stuff. I already know how to draw. What is the best program to make a strategy game? Where do i start? How do I start learning programming? What would be easiest for a beginner with little programming knowledge? anything would help

If you had to compare your idea to another game's gameplay style, what would it be most similar to? Maybe look into whatever software their developers used.
When you say 'strategy game', do you mean something with turn-based combat? If it's that, the easiest software would probably be something like RPG Maker. Specialised software like that can be fairly limited, but you'd probably be able to figure out all the functions without much help.

I was thinking either something like The cult of the lamb game play style of sally face style. I like them both. I am kinda leaning towards cult of the lambs style though because i want the art style to be a statement for the game.

Could you describe how the game would work?

So I imagine the game to be a roguelike game like the cult of the lamb. But I want it to be like a story game and have the characters interact with each other. I imagine the dialog to look like when you are texting someone (For this, I want to modify it to fit the character sprite to fit in) Idk if that makes any sense! If you have any questions ask me

I’d recommend Godot to make this game I’m an indie dev myself, and it works really well for me.
It’s pretty easy to learn if you find the right people to learn from (I learned via GDQuest), the scripting language is something called GDScript, which is basically python. And it’s super lightweight and fast to use, especially compared to things like Unity and UE5 It’s also completely free. No royalties, no subscription, no purchase, etc.
other options are GMS2 and GDevelop, though the former is somewhat expensive I think

Clickteam Fusion 2.5 is one of the more easier programs to make Games. But one huge downside is the fact that it is RIDICULOUSLY EXPENSIVE. Or you could just pirate it like me
(Fun Fact about CTF2.5: FNAF was made using that program)
You should never underestimate the power of Bazinga.
