I guess I have been thinking back on things that I found really annoying as a small child. I remember in the late 90s, there were these PSAs that played during the Saturday Morning cartoon blocks which I would either mute or cover my ears and scream.
They were a series of PSAs about things like brushing your teeth, looking both ways when you cross the street, washing your hands, and buckling your seat belt. They featured a man dress up like a clown and they green screened him into a very saturated cartoon environment and shrunk him down to look like a small elf. He usually ran around the environments singing about each topic.
My family didn't have cable, so the channels it might have been on were ABC, CBS, WB, FOX, or UPN. I do remember watching PBS but I don't think the PSAs aired there. I was also in the Phoenix, AZ area.
The man was live-action but in front of a green screen.
I don't remember the lyrics exactly because it was so long ago and I was screaming when it came on. But the songs sounded like something that would be on Barney.
