Weird cartoon movie based off of the 3 little kittens rhyme

In the early 2000s(2002 precisely), my sister and I had a collection of strange VHS tapes, one of which was a cartoon movie loosely based off of the "3 Little Kittens" song. I remember the movie being kind of dark, because there parts of it that were on the more frightening side. It likely came out around the late 90s or earlier than that. Also, for the longest time, I believed this was Golden Book Films, but given the nature of the movie itself, that seems pretty unlikely now.
Details I remember:
.The kittens were 2 boys and a girl. (The girl kitten from what I recall, went by the name of Harriet)
.The villain was likely a sorceress living in an ice cave.
.The villain's helper was a rat.
.Took place in modern times, since the kittens took the bus to school. (They didn't get on because of them wandering off)
.They some point did sing the actual song the movie is based off of.
.the kittens do eventually get captured by the villainess, but are rescued by their mother.
I know this sounds fever dream, but I definitely know this is a real thing. If you're familiar with this movie as well, please let me know the details you remember.
