Right click in your browser on the Gungeon website, and press Inspect, go to the storage tab.
Add a new cookie called "gundead_casings", and set its value to 10. Make sure you collect the casings on the Exit the Gungeon page too.
You should have enough to buy the blank now and access the elevator shaft with the text minigame
