** The first paragraph is simply here to explain why this has stuck in my head for over 20 years. Feel free to skip to the second paragraph and just know that this all took place in or very close to 1999 very late at night
Sometime around the year 1999, my cousin and I had been playing the original silent hill video game until late into the night. we went into the living room to use the computer (probably to look up more secrets for silent hill). We turned the TV on probably just to have some noise in the dead quiet house, and after spending so many hours playing silent hill, I will never forget what I saw
An old black-and-white possibly sepia cartoon. I’m not sure if that’s a technical term I’m misusing, it just looked very old and worn out to me. I remember instantly thinking that the animation style was the same as the old Popeye cartoons. I don’t think any Popeye characters were in it. It just looked like it was done by the same studio. A parade was going down the street and the camera view was from on the sidewalk so that there were parade onlookers in the foreground. The camera was moving, but slower than the parade so that you were constantly seeing new parts of the parade and new parts of the crowd
It would’ve been completely unremarkable, but at least some of the onlookers had balloons for heads, not the kind of balloons in a parade, but the kind of balloons you would see at a children’s party. They were bobbing up and down on their shoulders and they even had strings that seemed to serve as the peoples necks. If pressed, I would say that the balloons had normal human faces on them, but I’m not 100% confident in that. There also might’ve been a circus across the street, sort of in the background of the parade, but again, I’m not 100% The style seemed very old and primitive even to someone who watched a lot of Looney Tunes and Tom and Jerry. It was older than that, and I don’t think it was something made in 1999 to look old and creepy intentionally
That’s all I remember. That’s all my cousin remembers. I’m guessing we got freaked out and turned it off, but I’m not sure. I would love to see this again to know how much my memory embellished, and I’d also like to know if it seems just as creepy in the light of day without having had played a now notoriously creepy video game all day 🤣
