Cartoon used in fanmade video of Built To Spill's Twin Falls

Not sure if this is the place to post but there is a fanmade video for this song that's been up on YouTube for the past 15 years using an old (looks like 80s) educational cartoon and the creator never said anything about what cartoon it was and no one in the comments section knows either. I went through all of the Schoolhouse Rock episodes but unfortunately none seemed to match and I don't really know where else to look.
