Animated Safety PSA(S)?

Now, I’m not sure if both of them are about safety, the first one was shown when I was in like 1st grade! Speaking of which, I don’t really remember much of it, but I know it was animated, featured animals (I believe one was a fox), and had a line about one of the 2 animals telling the other to put on their thinking hat with it showing a literal thinking hat. The second one was when I was in 3rd or 4th grade and I remember more, although I recall it being short in length. To summarize, it was about an Owl and some other creature, or maybe a human.

The non-Owl mentioned something about breaking their arm, with the owl saying, “that’s dangerous,” until the arm breakers mentions their mom giving them medicine. The owl mentions that it’s safe and I believe it also stated how you should always be safe.
