Ren And Stimpy, easily. There's no other cartoon I've ever seen that even comes close, IMO. I mean, where else are you going to see one of the main characters get lost inside their own belly button, or Yak Shaving Day?

Not just a single cartoon but the entire work of a Cartoonist.
Bob Clampetts works for the Looney Tunes and Merrie Melodies series.
These are some of the most exaggerated and rapid paced cartoons Iβve ever and seen and are some of my favorites.
Some shorts by him id recommend (if you are willing to buy one those looney tunes βclassicsβ collection dvds or whatever since they are not on streaming last time I checked)
SpongeBob SquarePants for one. Think about it, the whole show is about a anthropomorphic sponge who live in a pineapple under the sea and is a fry cook at a fast food restaurant runned by a money grubby crab and works alongside a moody squid who has to fight off a small one eye green attena man from taking away the secret ingredient to the restaurant's signature hamburger recipe. Also the sponge's best friends are a sea star and a squirrel and let's not forget all of the other over the top things that have happened in the show. The whole entire concept, premise, and idea of SpongeBob SquarePants sounds like an acid drug trip brought upon by a massive overdose of every drug ever, and yet it all works. Maybe not the weirdest cartoon ever, but let's be honest, there is nothing like SpongeBob SquarePants and who knows if there ever will be.

Definitely true. One of the weirdest things I think the show's creators ever did was get Pantera to do the soundtrack to the episode Prehibernation Week:

Space Ghost Coast to Coast, by proxy Cartoon Planet and The Brak Show are wonderfully unhinged. Harvey Birdman: Attorney at Law will take any Hanna Barbera cartoon and turn it on its head in an amazingly strange way. Anything from the early 2000s [adult swim] lineup.
Cow & Chicken is one of those shows where watching it feels like a horrible trip. Even getting through the theme song, implying the father does not care to find out how his wife gave birth to farm animals.

Catdog is also pretty weird in that vein, interesting how both it and Cow and Chicken both have a recurring villain who seems to have every job imagineable and is always trying to scam the main characters or get them in trouble(Nasty Rabbit and Red).
There's also a number of shows that are just too weird for me to have any kind of opinion on like Uncle Grandpa, Secret Mountain Fort Awesome and Problem Solverz.
The problem solverz is a fever dream. The character designs look... Odd? And there is just so much going on in the background that makes it hard to follow what the main characters are doing. I got I migraine after watching it 0_o. The main characters are not that great either, The guy with brown hair is super boring, and That aflie character is rage-inducing in a way. I forgot about the robot guy ngl
I just couldn't stand watching that cartoon for more than a minute! The colors are too garrish and the designs I find ugly to look.

I could never get into it or any of Kricsfalusi's other cartoons. I got this unsettling feeling from just watching his cartoons.
