Back in 2009-2010, JCPenny and some other stores sold T shirts with a button on them that would play 1 or 2 phrases from a character. The ones I remember are:
Spongebob would say "Hi I'm Spongebob" and "Ah what a beautiful day"
Spiderman would say "It's web slingin time" and make a web noise
Wolverine would say "I've got claws and I know how to use them" and make metal clang noises
Only the Spongebob one is documented (on two obscure youtube videos, one being jeepersmedia), and the other two (and other potential models) are not.
There are also two other instances of these. Around 2014, there were several different frozen shirts that included a button that played a clip of Let it Go.
In 1998, there were apparently sesame street ones, where the cookie monster one was recalled because he sounded like he was cursing.

All i know is that the 2009-2014 ones have a square patch in the bottom right corner containing the voice box. I had a spongebob one but it was returned shortly after, so i don't know what happens when the batterys run out. I do have some light up ones somewhere, but i don't plan on trying to replace those batteries
I have read about the Cookie Monster one. Apparently, it was sold at Walmart, the shirt had a picture where he was driving a truck of some kind and his voice said "Time to truck!" but it was the 1990s and the sound chip was primitive. I say "apparently" because I've never even seen a picture of it.

Omg after watching those videos I definitely remember seeing some of those at Sears department stores. I didn't know they talked and I don't remember exactly which ones but I've definitely seen some

I saw the one picture of it and i couldnt even see where the button was, it wasnt as noticeable as it was on the 2009 ones
