It aired some time in the early 90s, and I think it may have been part of a larger anthology of "kid created" short films.
The short is about a kid who finds a glass eye. He goes home, and sticks the eye in a human skull model he has on his desk. This creeps him out, so he takes the eye outside and smashes it with a hammer. Throughout the short, the eye keeps reappearing in the skull, and the kid keeps trying to get rid of it. Finally, at the end, the skull turns around to face him on its own, with TWO eyes in its sockets this time around.
I dont remember it but it sounds interesting, the 90s had alot of horror anthology stuff like are you afraid of dark and goosebumps. The first show that comes to mind when i think of kid submitted stories is the incredible story studio. But i think that is more tame and for younger audiences rather than creepy Antholgy stuff
