Apologies for the bump, but it's likely the cartoon is actually "The Fresh Vegetable Mystery", which features a potato cop. Thing is, it's in color, but it was also featured on a lot of cheaply-made cartoon tapes. It's very possible that one of them used a black & white print. www.youtube.com/watch?v=bo6s1JWtJyw

I could have sworn I updated this thread but guess not. It is in fact the Humpty Dumpty cartoon from 1935 I mentioned earlier I got a vhs and found the tape that has it.
