This would have been mid-to-late 80s television (maybe early 90s, but I don't think so), the kind of animated short that would have been on Calliope, Sesame Street, Pinwheel, or Eureeka's Castle.
All I can remember is that the cartoon had a bunch of (I think) bugs setting up for a day at the (I think) beach. While they're doing so, there is a song playing that has this tune: voca.ro/1oK2a4q4zadZ
