Belly button Indent

I remember at somepoint inbetween the years 1999 to 2001 I seen a bumper from a station that featured a overweigt cartoon characters picking at his belly and putting the lint on screen showing the station ID. I don't remember what channel it was, just a kids channel and it grossed me out. I've been able to completely rule out Cartoon Network as the style was more reminiscent of PBS Kids, I've searched Noogins bumpers and indents as it seems like the most likely candidate but have come up with nothing. I may be misremebering parts of it as i was really young when I seen it, I mostly remember it grossed me out.
