Hey all,
Long time lurker, first time writer. I've been searching on and off for a piece of animation I remember seeing on TV from my childhood, likely in 2000 or 2001, maybe 1999. I suspect it aired on Nickelodeon or Cartoon Network, though I was born in late 1996, so the memory is quite hazy.
I recall the animation featuring an old white man with glasses and no pupils (Dilbert-esque, but bald and with a long nose, as I recall) continuously running from left to right across a varying landscape at a pretty quick pace. I'm unsure if he was clothed at the beginning, but was naked by the end, as I remember being shocked seeing a butt on television as a young boy, and wondering why they could show his backside but not the front (again, very young lol.) He may have also been wearing a barrel for some of the duration, but I could be making that up. I don't recall there being any other characters that played any meaningful role. I there was no dialogue in the animation to my recollection.
I'm almost positive the animation was done on cels, as I remember the style being very loose, maybe involving watercolors? I'm pretty sure the duration of the animation was fairly short, maybe only 1-3 minutes. I've skimmed through synopses of the stuff from Oh Yeah Cartoons and What a Cartoon, but nothing really matched my memory from what I've seen. If anyone knows of any other programs that showed short-form animation, I'm all ears. Or if anyone knows what in the world I'm talking about, even better. I'll try to answer any questions to my fullest ability.

Wow, that's not how I remember it but it certainly has a lot of the elements. I wonder if I just iterated it enough times in my memory to skew it differently. I'm gonna say this was probably it. Thanks!

I’m also going to suggest if it’s not that, you can try Kablam. I can’t think of any cartoons that fit your description, but they did play a lot of shorts.
