I used to watch a lot of Saturday Morning cartoons and would often flip through channels to watch across multiple channels. My family didn't have cable, so I know this wasn't a Cartoon Network, Nick, or Disney Channel show.
It was an animated show about an in universe TV show. The show within the show was very bizarre and goofy. I think their was a gag about blind people touching an elephant and then the elephant ran off. The mascot of the show was this yellow creature, maybe an animal...like a moose or yak. Everyone in universe loved the strange show, except for the villain. He (I think a mad scientist) wanted to track down the yellow creature but doesn't know where he is. I remember one scene where a child says she knows where he is but points at the TV.
I think the show was fairly short lived, so it probably had only one season. I

I think you might be describing Channel Umptee-3. I’ve never seen it, but it did come on Kids WB in the late ‘90’s. However, the main character was a rooster (I think).
