Mister Go: A partially found cartoon from an unknown country

Here's an odd one I found through TVTropes:

It's a cartoon called Mister Go, which reportedly aired throughout the world back in the 1990s & early 2000s. The characters spoke in some gibberish while occasionally throwing in a word from some random real world language & was about a red blob named Mister Go, alongside his dog named Bip. Bip would try to warn Mister Go about something, but he ignores the dog & just does stupid stuff anyway. The police would eventually find out, which would mean that Go & Bip had to run away before the consequences got to them.
Some episodes have appeared on YouTube throughout the years, but there were no credits, instead simply saying "THE END". Thus I have NO country to actually attach it to, & information on this series seems to be impossible to find. No Wikipedia page, no IMDB page, almost nothing but the episodes on YouTube, some other sites talking about it, & of course the TVTropes page which is surprisingly detailed!
Weirdly enough, TVTropes considers the show to be "Western Animation" despite the fact that we don't actually know what country it's from. They probably based it off the fact that it looks similar to stuff like Mio Mao & Red And Blue, both from Italy. Perhaps they're from the same people? Also by listening to the gibberish voices, I can somewhat hear a sort of Latino accent when watching them, so perhaps they come from somewhere in Central or South America? IDK, that's just me guessing.
So... does anyone know? I'm curious, there is very little information surrounding this show on the internet & it would be cool to see someone figure out the mystery behind this strange cartoon!
