Arabic phone call video (possible prank call?)

Years ago I saw this one video on Facebook where it started with a Tiktok (I think?) but then it cuts to a video on an arab man on the phone. From the comments someone said it was from a prank call, but no one gave a link to the full video or at least said what the men were talking about. I want to know if there's anyone here who knows the origin of the clip or at least know what they're talking about. I managed to save the meme in question, so here's what I'm talking about.
