2 Cartoon Network Glitches Lost?

So I would say I'm a big fan of Pan Pizza AKA RebelTaxi on YouTube. Today, he uploaded a video called 10 OBSCURE Forgotten Cartoon Network Shows (@rebeltaxi) in which he described 10 obscure TV shows or shorts that have been forgotten by either the network or the people. Near the end of the video, with his 10th option, he decided to describe 2 glitches that he has come across on the channel. The first is with the TV show Regular Show, where he says the episode Power Tower's color scheme was way off from the show's normal style. (The footage/talking is at 18:48 in the video below). If anyone else has footage of the glitch, I think it would be an intriguing find. Next, the more obscure of the two, he says that on some Summer day in 2009 he was flipping through channels and eventually came upon Cartoon Network. On the screen, it says that Tom And Jerry was supposed to be playing, however instead some foreign film played instead. Mr. Pizza goes on to describe the movie as Russian sounding, with grainy looking footage that looked to be from the 60s. There was then a view of a forest, cutting to a kid in the water, followed by an old man checking up on him. This is what he remembers before falling asleep (since he had stayed up all night and was tired). This happened around 6 A.M. (he tells his tale around the 19:09 mark)

If anyone has footage or evidence of the latter one happening that would be great! The Regular Show one is probably somewhere online but I haven't found it yet, so if anyone has that it'd be another great find.
