Unidentified Movie about 2 brothers and one acts like a dog

Hi, can you help me? i've been looking for a movie for like years, and i've gotten no where.
i'll put a description of what i remember here
So I'll try to recall the best I can, but I should probably preface that I live in Australia, and I watched the movie around 2009-2011 I was young.
so there's two brothers, and one gets kidnapped after the other brother like hates him?? but over the movie they grow and become best friends. so I think the brother gets experimented on by the villain of the movie a scientist guy? and his/her assistant. they are looking for the older brother (oh yeah so the older brother starts acting like a dog, (VERY IMPORTANT) not the younger brother.) because of something that went wrong with the experiment, and they are trying to help him, but the younger brother doesn't know. so he's hiding his missing brother, all the while 2 scientist are hunting him down. and the older brother is full on acting like a dog, drinking out the toilet, barking, digging holes, slobbering up his younger brother in a show of affection.
but like at some point the scientist catch the older brother, and take him to their base?? office building?
fucjk I don't know, it has big tray brick walls and they are rolling the older brother away on a stretcher. and the younger brother is crying and they take him away. when they come back the older brother is normal, and the older brother has grown as a person and the younger brother.
but it's revealed in a post credit scene, that the older brother still acts like a dog a little bit.
that's all I really remember, oh and the song who let the dogs out might have played?
that's mostly why it stuck in my mind
I might have watched it on Foxtel au, or maybe some where else. but sadly that's all I have, I hope it can help you.
oh, and it was in english.
i've tried everywhere, and no one knows what the movie is. this is hileriously the second time, i've asked for help. the first time was years ago, and i couldn't spell or write coherently for the life of me. so i hope this time, i'm more clear.
