Tinker is a 2008 PC game released as a Windows Vista Ultimate extra before being released as a pack-in with the failed Games for Windows Live launcher in December 2009. When originally released in 2008, the game came with the ability to make and play custom levels via a level editor available for download from the developer, Fuel Games, website. Custom levels themselves could be uploaded and downloaded from a dedicated website, playtinker.com. They came in .tkr file format. While the game is still available to download, none of these custom levels have been archived anywhere online.
Here's an old forum thread on Neowin discussing levels and sharing several broken links from playtinker and MegaUpload. There's also several dead LiveJournal links.
The closest lead I've been able to find is this WordPress blog ran by 2 of the most prominent level makers. All of the links are dead, but there are pictures of the levels and a comment from 2014 asking for a replacement link, alongside a reply confirming that they've sent a zip file of these levels to at least one person. I've posted my own comment on that page in hopes of a reply.
Here's the Wayback Machine archive for playtinker.com and the developer website. I have no clue if the sites always looked this broken or if these are just bad captures.
I've found a few YouTube videos of these levels. Their download links are also broken, but it's nice to see actual footage of these levels from the time.
I haven't been able to find a separate download for the level editor, but I thankfully had a copy with my download of the game and have uploaded it onto the Internet Archive.
If anyone on this forum has any info that could lead to levels being recovered, it'd be greatly appreciated!
