Well, since it'll take a long time for the entire episode to get found, I'll make more fanart of what would've happened in the episode for the 15th anniversary of the show. What do you think?
Can we celebrate Lomax's 15th anniversary without the third episode ever being found? A very small amount of people in America still have a recording and it's hard to find who, and almost no PBS member station still has an archive of the episode, either destroying it or misplacing it, and the people who worked on the show may either no longer have a copy or still has a copy, but aren't allowed to release it. More drawings I've drawn as a tribute to the lost episode will be up soon.
I contacted Norman Stiles and Jennifer Barnhart, but neither of them sent a response, despite the latter's website claiming she'll respond to someone as soon as she can. I've sent Lisa DiDonato Cambria an email, so let's see if she'll respond back.

UPDATE: The email says Lisa had retired not too long ago, so it's likely she no longer has a copy of the episode. The only hope left is to find somebody who still owns a recording of the missing episode.
I'm way outside of the generation gap for this kid show so I've only heard about it's existence today. First off, the show is only from 2008 so it's not super old so why would one episode from this show already be lost? The old tried and true "rights issues" excuse is the only explanation that comes to my mind which I think is absolutely one of the lamer ones that entertainment companies use repeatedly as to why they can't use characters that they own in their own productions. DC Comics is notorious for that stupid excuse.
Second off, I've been there when it comes to being frustrated when it comes to finding lost media from my childhood. With one show I absolutely loved as a kid, it took practically 30 years after I had only been looking for content from it starting in 2006 until I finally got a chance to see even a snippet of the show and actors again just earlier this year. Other shows I've been looking for I have either finally found somewhere or at least got to see something from them, while there are still many, many others I'm still looking and waiting to see again. It can be a very frustrating wait but someone somewhere has what you're looking for. Lost media is usually only "lost", in my opinion, because someone who has the lost media hasn't uploaded it online yet.
Hang in there and don't let it eat you up too badly. It'll be found someday.

Being a self-defeatist about it definitely isn't going to help you out. I would say you're just going to need some patience, as difficult as it is in today's society considering every young person from the 2000's-onwards were raised in an instant gratification culture. I'm not sure what camp you're in on that but having a negative attitude isn't going to help you or your cause.
There's still media from my childhood I still haven't seen in thirty years, but I'm not giving up hope, because I did get snippets of that one media I mentioned before which just proves it can happen. Someone's going to have what you're looking for, it's just maybe you and others like you need to keep pushing and build more interest. I honestly can't believe that someone out there doesn't have a home recording of the media you're looking for, especially since it's something so recent.
I found some more information about the lost episode on this page. It said Mother Gooney Bird was one of the episode's songs, implying it was the first appearance of the Gooney Bird. I still need to know if my theory of one of the songs "All The Pretty Little Horses" made Lomax, Delta, Amy, and the fleas fall asleep is true or not.
There is another reason why Purple Light from Lomax, The Hound of Music will not be found anytime soon: PBS would usually only air the show during weekends on select PBS Stations (which don't include WGBH and KWYP-DT, but does include KLRU) making it even less likely that people who taped PBS would even have footage of this episode.

I believe the reason why Sirius Thinking LTD. and Eyevox Entertaiment never responded to my messages is because they can't publicly release the episode due to rights issues, same goes to CPTV. Because of all of this, I'm going to write a Between The Lions/Lomax, The Hound of Music fanfic called "Melody Hound No More". It is about Lomax giving up his interest in music and leaving the melody hound express and owner behind due to the tape of his favorite episode never being found, bringing him into a state of depression. Plus, there's a tweet mentioning one of the episode's songs.
If only we could go back in time to prevent the show from getting cancelled. It could run for a few more seasons and never have Purple Light as the lost episode. That way, the show could have had more fans, and more respect given to it. We just need to have a device that'll allow you to alter the past so you can do anything you want to do to it.

I wouldn’t give up just yet. Things can be lost for quite a while before they turn up. Best thing to do is look every few weeks and when something that is considered a lead comes about, post again! I’ve been watching as well, so if I ever find something that could help us find it, I will share. Part of the fun of lost media is the hunt! Keep hunting!
2008-2010 is a pretty good time for home VHS captures. Rather than asking one of the creators for an extra copy, I think it's more likely that this could have been captured by a music teacher. Have you tried reaching out to the Organization of American Kodály Educators, or to your local branch of that organization?
