That I'm not sure about. If you can get ahold of Sam Sutherland on Youtube, he'd probably know.
He's the one I remember about it from eight years ago and I think in the comments he posted an update about it being found. But why it never got a physical release is beyond me. Chances are it was likely a demo in the same way we can presume The Most Mysterious Song is and it just got forgotten about.
That's a good question. The record company already went through some shady avenues to promote the record... but then never actually sold it.
No one would have guessed this was some kind of payola scandal if it weren't for the whole phantom record legend (is it still considered "payola" if it was never even played?)
