Has anyone tried contacting Craig McCracken on Twitter? He's actually really good about answering fan questions. Although he probably had no involvement in this.Actually the animator that worked on Toon Date was the one who uploaded the clip onto YouTube, so you could directly ask him if he knows anything about it. The reason why I suggested Craig McCracken though is that he's very good at answering fan questions when it comes to his IPs on Twitter. I asked him a question for the LMW before, and although he didn't know the answer (and it was a fake thing anyway), I do see him give good insight to a lot of his fans when it comes to past projects.
Danny Antonucci on the other hand seems less approachable in my opinion, and I for sure think he wouldn't have even approved of the bumper crossover considering how much he didn't even want the Eds to appear in the KND and TGAOFBAM special.
Honestly out of all leads, it really wouldn't hurt to ask the Toon Dates person, or finding out where most of these promos were made. I still think there's worth in asking Craig because he is a pretty consistent source, although I do remember Jon R. Dilworth once discussing in a Rebeltaxi video how he had no involvement in things like that when he worked on Courage for Cartoon Network.
Edit:
Honestly we should figure out who was in charge of advertising on Cartoon Network around that time, and maybe in general. A lot of Cartoon Network LMW searches seems to involve their unique bumpers, promo tie ins, and contests. Knowing more about their marketing department and where the animation was outsourced to would be helpful.
