I remember reading the Wikipedia article for Ed, Edd n Eddy circa 2007, and it had a section for spin offs, other media or something of that nature. It mentioned an interstitial crossover short where Eduardo from Foster's Home for Imaginary Friends appeared in the cul de sac and interacted with the Eds. While almost anyone can put almost anything on Wikipedia, Cartoon Network used to be well known for its crossover commercials throughout much of its history (I think they mostly stopped after the "Cartoon Network City" era), and I've since found other references to it on some other sites, such as Reddit and Tumblr, which refer to it as "Ed, Edd y Eduardo," stating that Eduardo takes the place of Eddy. It even has its own article on Fandom's Ed, Edd n Eddy Wiki, and some say it was actually a series rather than just one short. Multiple people have tried to find it, with no luck. The Tumblr blog Party at Kevin's House claims it's just a bumper; a clip from a season 3 episode, possibly "Luck of the Ed," with Eduardo inserted over Eddy, and he's having language barrier problems (odd, because he speaks English just as well as Spanish, but whatever).
Love this kind of lost media. The description OP gives rings some bells for me but the top comment from the Ed Edd N' Eddy Wiki gives me a much clearer image that makes me feel like I've seen this before
I'm amazed that bumpers like this not only go missing but also that more than one person remembers them and there's some discussion about trying to get them found. This could definitely be in a compilation of CN City bumpers already online, I'm not sure how much digging has been done for it yet.

The problem is that while it probably aired during the same time period as the City bumpers, it doesn't appear to have actually been a city bumper, based on the claims that have been made (some claims state it takes place in the cul de sac, one states that it actually recycles episode footage, and the one you quoted states it uses the show's intro sequence). Not to mention that multiple people have been searching for this for years and there seems to be a fairly strong Ed, Edd n Eddy Internet fan community, so it's unlikely no one's thought to check those compilations. Also note that there's also a very similar promo available called "The Ed Planet" where Double D is replaced by Marvin the Martian, and it uses entirely new footage of the actual show's cul de sac setting, rather than the Cartoon Network City setting.

No. It was first mentioned on the Ed, Edd n Eddy Wikipedia article in a December 3, 2006 edit. Invaded started on May 4, 2007. New information: another edit later that same day also clarifies that the series of shorts started airing on July 11, 2006. So, if that's indeed accurate, we now have a time period as a basis for any searches we may attempt.

WE HAVE NEW INFORMATION!! There´s one bumper where Double D says: "I don't even know who I am anymore" with Eduardo saying "Your name is Double D". There´s a second one with Eduardo walking in the cul-de-sac by himself only to have a boomerang thrown at him, resulting in him running away. There´s a third one where Eduardo is confronted by the Kanker Sisters, he replaces Rolf in that one episode where they have to rescue Ed from the Kankers. And (i think) there´s a fourth one thats like the Ed, Edd and Eddy intro, but Eddys name is replaced with Eduardo.
We got another lead on this, someone from Twitter showed me a thread that was made back when the short aired and was dated August 2, 2006. There was another post in the same thread that mentioned it had also aired a couple weeks earlier which would make it late July.
It's likely to have aired more than just these couple of times but if we could find a tape from that day the short would likely be on it. Though this still give us a really good timeframe for where to look since it could have been shown at any other point between July and August of that year.
I have an idea what about we contact the voice actors from these retrospected shows with how CN bumpers always have the same voice actors in their bumpers especially in the mid 2000,s it is very likely they might know something about these bumpers

I doubt they'd have their dms open, let alone remember some bit role they did for an ident, but maybe. It's a long shot, though.

Oh that's a cool idea! It's always interesting to hear what creators might know or not know about a project that used their characters. It reminds me of the time I asked C.H. Greenblatt about the canceled Kellytoy Chowder plushes and he told me he's never seen them before which was completely surprising since they're his characters.
