I'm pretty sure the song is in English. Listening to the song in the analyzed version posted by OP you can clearly hear something along the lines of "here we go" in the final few seconds.
Edit: If OP can clarify what country this may have aired in that would help search efforts as I've been assuming the song aired in the US for this entire search.

Hey all, sorry I haven't replied in a while. Quarantine's got my sleep schedule fucked ten ways to Sunday and I haven't been on my PC for a bit ^^;;
Okay, let me catch up with all that's been going on. I haven't yet scrubbed through the bumpers you've linked, but I'll be doing that in just a second.
I can FOR SURE say that the song wasn't from Out of the Box, and the two people in it were definitely not Vivian and Tony. By the time I saw this song, I was already in the 5th or 6th grade, and I'd grown up on Out of the Box--I would definitely have recognized them if I saw them. And the song wasn't in English, I'm very certain of that. I really want to say it was Spanish, but my memory and the quality of the audio are both too degraded to confirm that. The chorus is a string of either a foreign word, or foreign nonsense sounds. I mentioned this in my original post I think, but I don't know how to romanize/spell it. But it sounded like "ay-dili-dili-dili-oleyo". The audio I have left is reaallly crappy for sure, but I remember the sounds in the song extremely clearly--it wasn't any decipherable English words.
It did air in the US though! I've lived in Florida, USA my entire life and that's where I saw the bumper. I almost want to say that I remember the bumper even being part of some kind of multicultural showcase and that's how I always knew it wasn't in English, but I can't entirely confirm that my brain didn't fabricate that detail somewhere later in life.

Right, I tried doing that once before but chickened out because I felt silly singing it. ^^;;
Here's my best attempt--some of the notes are a little too low for me so they might be off, and since I don't know any of the words I replaced them with generic na's.
But oh wow, I really didn't think there'd be a way to do it! I'll try calling AOL tomorrow and see if I can get anywhere with that. I would have sent the file straight from my phone to my email with the SMS function, because that was the only workaround for transferring files from my flip phone to my email I knew of.

Did you possibly have the file on your computer at one point but then deleted it? I know there is software that can recover deleted files. Good luck in the support call!
