Probably not much of help, but I tried shooting an email to the general Disney support team, (TWDS.Global.Communications@disney.com). According the contact us page for Disney, this is the email for inquiries about Movies, Theatre, Music and DVDs. Sent them the MP3 file so might be helpful. jackdebug might get farther, but I assume Disney would have good archives by 2005 of their OST.
EDIT: I have tried processing the raw mp3 through some vocal removal sites. I tried two, vocalremover.org and www.remove-vocals.com. Will attach below:
The new audio posted by PikaFusion is alright but I don't think it will be much help. I have not received an email back from my contact yet and I'm afraid I might not for another 1-2 days as the weekend is upon us. I don't have anymore leads to go off of as of now. I'll keep you guys updated of any improvements.
Well I sent all four to the general Disney support email. Hopefully at least one or two will spark a memory to check the archives

Definitely keep us posted if either of you hear back from anyone! As for me, I searched through every archive and list of 'BB's Music Time' I could find, and it was mostly songs from Disney shows. If my song was featured in this segment, I definitely can't find it.
I've been looking for more leads as I wait for my contact to reply. I found this article from 2005 that may be of interest. It's about an employee who worked at Disney in the period of time we're looking at. I will try my best to find a contact to this person. Here is the article if you're interested.

I have sent them an email requesting the contact of the previously mentioned employee and if they knew anything about the song. We're almost there OP!!!

sakimcgee Have you tried asking r/namethatsong on reddit while we wait for responces from our contacts? They might be able to help
I don't believe they'd be of much help. After all the audio we have is very low quality. They can try and see if anyone recognizes it from seeing it on TV or someone who worked at Playhouse Disney at the time.

That is true. For some reason for every search I have done, none of my contacts have ever gotten back to me. Probably because they have busy lives, so I understand. I would expect that Disney (being a large company) has not a long customer service wait time for emails, but then again they probably get a lot. Keep us updated on your contacts!

Got it. I do make sure not to bug contacts a lot, as that might make them annoyed and lower the chances of them responding. Curious tho: Where did you get the phone number?
