Everyone I've spoken to across the web has no clue how to find this video! There's been talks about the Halloween special being cancelled because of the under-performance of other specials, but there's no substantial information to be found! Not to mention some strange oddities in the cast for it.
Steven Crowder was used as the voice for "The Brain" on Arthur from 2002 to 2003, and was replaced in 2004 - but somehow was going to comeback for the Halloween special??? Why didn't they use their new voice actor? Was the Halloween special made back when Crowder was working at PBS?
Does this video special even exist? I can't find it on amazon, ebay, or any other purchasing sites! And I don't think PBS has it available as well - HELP!
Wow, I never knew that there was actually going to be a Halloween special for Arthur! I did do some research, and there's a thread on an Arthur forum with some info/speculation about it. This probably couldn't have been be The Fright Stuff, because that aired 5 years before this was allegedly made. Another note: The Halloween special mentioned in the Arizona PBS video in the thread is referring to the newer special Haunted Treehouse, not the 2004 one.

I would guess the IMDB page was either a placeholder or a page that was scraped from another website. The complete lack of information indicates there wasn't anything to go on.

That's why the "Arthur's Halloween" special doesn't exist.
