Kasumin is an anime that aired for 78 episodes from 2001 to 2003. It was produced by the studio OLM (which also produced the Pokemon anime, among many others), and the staff that worked on it include director Mitsuru Hongo (Outlaw Star, Crayon Shin-chan), character designer Yoshihiko Umakoshi (Ojamajo Doremi, Heartcatch Precure), and set designer Masaaki Yuasa (Kaiba, Ping Pong The Animation).
At some point, the anime received an English dub in Singapore, which changed the title to Mistin. The dub was produced by Voiceovers Unlimited, a company that produced several other English dubs for the Singaporean market (including One Piece, Yu-Gi-Oh, Detective Conan, and Ojamajo Doremi). It ran for 26 episodes and featured the vocal talent of people such as Alison Lester, Brian Zimmerman, and Chuck Powers (who also directed the dub).

As of me writing this, I haven't been able to find out when this dub was produced and when it was first aired, but it's been documented to have aired in Singapore on Kids Central in 2007 (though it presumably aired in Singapore well before this).

It's also been documented to have aired in the United States as well, being aired on Animania HD as early as 2004.

Miraculously, the Mistin dub is currently almost completely found. The vast majority of the dubbed episodes are available online, with the only exception being episode 22, of which only the first 7 minutes have resurfaced. Episodes of the anime were apparently posted onto Youtube by the user AniDisFan with the English and Japanese audio playing at the same time, but his channel has since been taken down (an upload of episode 25 in this style can still be found on Dailymotion, however). The English audio has been preserved thankfully, and episodes 1-21 and 23-26 are available to download from Nyaa and the Internet Archive, containing the Japanese and English audio as separate audio tracks. Additionally, there exists a MEGA link containing episodes 10-26 of the English dub (including the preserved 7 minutes of episode 22), with hardcoded dubtitles and in generally worse quality. These are apparently rips from the original Youtube uploads, though it unfortunately doesn't contain episodes 1-9.

While I was researching this topic, I came across a piece of information that seems to have gone completely unnoticed up to this point. It turns out that the Mistin dub received a complete VCD release in Singapore; the VCDs were released by the company Poh Kim Video, and contain all 26 episodes spread across 2 volumes. I suspect this was the source for the original Youtube uploads, and it presumably contains the complete audio for episode 22, meaning that if the VCDs can be successfully ripped, it would most likely render the entire dub as being found.

I've managed to find both VCDs for sale on an Indonesian auction site, and am currently attempting to purchase them. If the order manages to go through, I will update this thread when I receive them, and I intend to rip and upload their contents online if I'm able to. If everything goes well, the remainder of this dub will hopefully be recovered.
