[S]Cartoon with a Skull tha hunted a character saying pay me

I will try to do my best to explain the context

First, I'm from Mexico, when I was like 7-8yo around 2006 I was watching TV alone in my room and I saw a cartoon In which a blue skin character with hair and eyebrows that where also blue but a darker shade and a blue shirt with yellow stars or bananas was been chased by a Skull saying "págame" or "pay me" in English, the show was dubbed in Spanish

I remember it because at the moment I didn't feel scared but at night I had terrible nightmares about the skull and I had to sleep that night In my moms bed because I was really scared (LOL)

The next day when I had to explain why I was so scared I remember lying to her because I wasn't supposed to be watching that specific cartoon (The one that I'm trying to find) and I said that I was watching "Los cuentos de la calle Broca" which was a French show that aired in Channel 11, the channel is public from one of the largest Universities here in Mexico and It is known by broadcasting educational programs for children

To this day she still remembers the incident and sometimes she tells me about it as a joke, but she still believes the Lie that I told her and I'm trying to find the original show so I can tell her the truth 20 years later XD

I'm quite sure that it wasn't "Los cuentos de la calle Broca" because I distinctly remember the shame that I felt for lying to her 

It probably was another show broadcasting in the same Channel 11 or in Channel 5

I hope that anyone can help me find it so I can put this "Mystery" to rest
