Starting in 1990 and ending shortly in 1991. "Frank & frei was a music show in which the main presenter Frank Laufenberg presented a different co-host each time. Since this moderator position was vacant, the show name explains itself.
You also had the opportunity to call into the show and ask music questions, which Mr Laufenberg then answered. For me, Mr. Laufenberg was a hero at that time!
He later answered questions from viewers who had written to him in the same way in the SWR magazine Kaffe oder Tee. He was a hero for me there too!
When I wrote to him because I also had a question about an artist, I was answered: "Why should I do your work. Do your research somewhere else!"
Now the fine gentleman is no longer a hero for me and has lost in my eyes"

I have personally come across this tv show on a 7" vinyl record. Collecting obscure and unknown music, it was a surprise to find out an osbcure song with no online presence other from a discogs and a 45cat page. Included was a "produkt info" seet of rather thick paper. There was some very simple information, who made the songs, and how the artist started singing. Among this information, there was a mention of her appearence on the show on 6th of October 1990.
Not being German any my German being rather poor, I was not able to conduct too much information. I would believe there are few apeisodes laying around maybe on youtube or some german file sharing webs. So far I only found Duran Duran performance on youtube ( youtu.be/EbjZzAe8Xh ) I own few german videotapes spanning from late 80s to late 90s, however, as far as I've been told, music shows weren't the most popular to record.
