Is there a cheap 35mm movie scanner I could afford?

I'm currently digitizing old 16mm local news footage at my job. The way they're having me do it is connecting a projector to a DV cam, to a computer. It's not the traditional way to capture footage (a professor I work for who teaches 16mm was not fond of the setup), but I have been successful in digitizing the footage. I can send you a pic of the setup if you want, I know it's a cheaper solution.

Otherwise, your best bet is projecting the footage and taking photos. The 16mm professor I mentioned does this with a lumix camera and careful lighting. I could ask her if she knows where to look for inexpensive scanners, but she's made it pretty clear to me that working with old film is a incredibly expensive hobby.
