Try looking up the rest of the cast list and see if you can find any commonalities. (Have people dubbed for the English actors in other films, for example?) The search term would be "[name] doublage", or "[name] dubbing" in English. If you've already tried finding more information through this route, sorry for suggesting something you already tried.

Yes, I have a problem similar to yours. I was going through Youtube and, once being a Thomas The Tank Engine fan, saw a promo for the show ( www.youtube.com/watch?v=FDgxuNffJ-w ). It was all good until in the recommended list, was a Spanish/Mexican Bootleg Thomas the Tank Engine video. It was of a poorly animated Thomas moving around with the sets of the show. I have never been able to find the show since ( I once deleted all my search history by mistake). This may sound fake, but it was very much real, and I need help finding it.
I meant commonalities, or similarities, not commentaries. Basically, I'm trying to figure out if the Postman Pat: The Movie dub was ever made. If we find out that all the listed actors are regularly dubbing for the English actors, that might point to the actors' casting being speculation.
I'll send an e-mail to the webmaster of the site you found to find out where he got that information. It's probably the best lead we have at the moment.

After reading more of the Doublage Quebec's site information, I learned they asked people to try general questions on the forums first. I made an account for those forums, but for some reason, it won't let me activate it. I'll see if I can solve the issue. Perhaps the account needs to be approved by an administrator before it can post.

I managed to get my hands on a list of completed pages on the Doublage website by total accident. "P" takes up less than a page, and Postman Pat isn't on the list. However, if it was added sometime in 2016, it might not be on that list.
I might have a couple of more general resources where I could ask other people if they've seen anything related to the movie.
What did you find out about the movie prior to asking here? It would be nice to know as much as possible. Why are you looking for this film?

Please, I need some help finding things that seem to be extremely rare and hard to find for me. 1. I just noticed that in India, an English dub of the anime Kiterestu Encyclopedia exists, but unfortunately, only one episode in two parts can be found, and they are recorded in front of a TV screen in low quality . 3. This one is a pretty big one. I may be too nervous to say this, but I think I must. I got a German copy of Thomas and the Magic Railroad (also one of my favorite movies) and watched it. It was pretty good. But then I looked at the extras and decided to know about the cast. When I looked at information of the actor of Mr. Conductor Jr, one of my favorite characters of this movie, I was surprised to see that I found two screenshots of him on an on-set interview (possibly recorded in 1999 during filming of Thomas and the Magic Railroad). Soon, I was thinking about it so hard, I tried finding video footage of his on-set interview on the internet, but unfortunately, I can't find any more screenshots nor footage . Oh my goodness, that Kiteretsu dub sounds hilarious! It seems as if all of the actors share the same voice. I got a kick out of it!
