WIAN appears to be a country music radio station on the upper peninsula of Michigan. During your stated timeframe, the only station using the WBCA callsign was in southern Alabama, meaning this ad airing on both stations simultaneously is highly unlikely. I also could not find any evidence of a "Save-N-Drop" business existing in either state. Between this and the vague mention of a snuff film, I can only assume this is some feeble attempt at an ARG.
