When I was young, my older sister had a dvd of anime short films that, when calling her recently, doesn't remember how she acquired it. One short I remember vividly.
It was about a boy who goes down to the seaside and tosses a rock at the water. Immediately after a shark towers over him and angerly throws the rock back at him with a bump on his head. The rest of the short consists of the boy doing things to the water that cheeses off the sea creatures (the short fades to black between each hijink). There is no dialogue throughout. At the end, all the sea creatures get fed up with the boy and drag him into the water via net, the short ending ending with a sound of a *ploop*.
My sister has, over time, lost the dvd and trying to find the short online has proved fruitless (mostly because I don't know the name of the short or of who made it).
I also remember another short that was on the disc... but not as much. It was about a guy being chased by other (agent-like?) guys that either led to or took place at the rooftops. Eventually the other agent guys surround the main character, and while I don't remember what one of the said to him, but he ended with "that's the funniest thing I've ever heard" leaving the guy shocked and devastated while the agents mock him (another clue: the dialogue was in english).
I believe It was back in 2000-2002 (2003 tops) when I saw it on the dvd, but the disc could be older.
Like I said: I'm struggling to find the 'seashore' short nor the dvd that came with it. I wonder if anyone out there has a clue of what I'm talking about.

I've been trying to look for this myself but I'm just as clueless as before.
To review: my guesses as to where this dvd came from is... 1. An American anime magazine that gives free dvd's 2. An "anime showcase" giveaway from possibly a convention 3. A dvd of student films in "anime style" from an animation school or 4. This is a case of this being a "elusive golden bootleg" or EGB
Those are the only ways I can imagine a random fellow anime lover would get such a thing and then gift to my sister.

I don't know about the ocean short, but the second short sounds very familiar. As a kid, I watched this anime short about a man escaping from agents on a rooftop, when he shows them a sign containing the Funniest Joke in the World(tm). The agents all collapse in a similar fashion to your drawing, from what I can remember. I remember it because it reminds me of a sketch from the first episode of Monty Python's Flying Circus.
I don't know about a disc containing this short, but after some consultation, I believe it could have been found on a VHS tape for the anime Blue Seed. The short was probably included as an extra at the end of the tape.
